I’m in England, where the rules are stricter about access to painkillers without prescription (people either use them to feed opiate addictions or to commit suicide). Citizens of the UK and Europe can get them if a doctor prescribes them but the supplies are monitored and kept lower so people can’t sell them on.
BTW its not really the sort of thing you should be trying to arrange on line to obviously as the feds monitor these boards quite closely..
