the dance music scene has been balkanised into low income, high crime areas of the UK with large transient youth/student populations so 20 pills is small potatoes in these areas. As long as the usage is confined to relatively affluent “middle class” young people below 25 (even the unemployed or those outside full time jobs are better off than similar youths in 1990) and they contribute in other ways to the local economy (particularly by work, study or owning a motor vehicle with correct license, tax, insurance) their activities are overlooked, as the night time economy associated with them is more vital to these run down areas than in Eastern England or Wales, where agriculture and industry produce more income for less hassle.
The authorities and business people are very smart now at working out the costs and benefits of everything, with todays computers and datagathering.
That said it only takes a handful of prominent “bad news” incidents to change attitudes. Ipswich (and the wider Suffolk area) was a very tolerant place until the mid 2000s when it was hit by turf wars amongst dealers, sketchy aggression in nightlife and young women moving from party drugs to full on habits and funding these by sex work, and it all came on top in 2006, with a variety of separate but loosely interlinked incidents.
It took barely 3 years to effectively enforce a zero tolerance policy, which now also includes alcohol related nightlife (for instance opening hours of all venues are rolled back by 1-2 hours).
As for illegal drugs, now people are being fined loads / full Crown Court cases and on occasions going to jail (though usually first offence is a suspended sentence) for as little as 5 pills, and relatively small amounts of cannabis. These are amounts that a few years ago cops wouldn’t even have bothered with (they have already dealt with a lot of the addictive class A’s and their dealers).
