we didn’t have DARE in the UK but the cops warned us in 1989 about the type of drugs that were in common use in about 1979, using films that looked so dated they were just laughed at. it might well have been around the same time DARE started, as Thatcho was very fond of following whatever the USA did.
in the same area I grew up in (which was otherwise quite middle class) we had a fair bit of “gang activity” and violent behaviour (usually rivalry between different high schools) until folk started smoking cannabis and taking MDMA, then suddenly everyone was friends with one another irrespective of race, social class, what school you went to etc (which was why many local cops would leave us alone unless there was large scale dealing or people doing thefts to fund their drug use..)
