Not exactly what the report, which has been kept hidden for months, says but that’s what debate between the coalition shows. From what I read it basically says that you can be as tough on drugs as you like and it makes no difference on usage levels. Another report commissioned by the conservatives is calling for a ban on “all psychoactive substances” as has been done in Ireland, but, surprise surprise, exempts the biggest killers, alcohol and tobacco.
