His 20-year-old friend, unaware of the hour-long rescue, was woken up by firefighters, who used a harness and specialist cliff rescue equipment to winch him to safety.
He was then arrested on suspicion of being drunk in public.

it seems they only gave him a telling off, made him apologise to / thank the Fire and Rescue service and Ambulance paramedics and then de-arrested him. Bear in mind in todays society the cops would have to be called as they can’t tell whether it was a accident or the two dudes argued and one pushed the other off the ledge.
they were lucky as well the papers didn’t name and shame them..

i wonder if arresting then dearresting still takes up as much paper work..?
no, the real burden of paperwork only starts when someone is taken to the Police station and it sounds like he was not even detained. Its not uncommon at all for this to happen if the cops are feeling relatively lenient and just want to scare someone a bit (like a middle class drug user), they are often de-arrested in return for the drugs being slung into the gutter (though it wouldn’t surprise me if they are later retrieved for the cops own use!)
