Military justice system. Basically when you sign up to a services then you sign up to a different legal code involving court martial, different penalty rates (including the death penalty potentially, in time of war, can be delivered summarily by an officer and OK’d by the court afterwards for things like mutiny).
Of course, in the old days you didn’t voluntarily sign up to that, you were just conscripted or press ganged.
Nowadays it’s just a fucked up economy, poor skills education, fucking awful technical education, non-existent maturity education that gets the military the people they need to do the jobs that they think need doing.
