Sorry to here about your situation mate. Although I don’t fully understand why you’ve posed such a question on this site, not the most appropriate place but I understand you are desperate for help. I really am not sure what help you are expecting to receive to be honest; advice on what step to take most or financial support? I don’t know how the laws in Italy work but I shouldn’t imagine the hotel manager has any right to hold you against your will. The only people that should be able to detain you in any area are the police. You should try leaving, tell him if he has an issue then call the police. The police arrive and either let you go or take your reports of theft more serious, if anything to please hotel manager.

if the bulk of your mobile devices (apart from the one you may have used to make this post) have been nicked, how on earth would anyone be able to help you out by sending you cash unless they knew you, as all your logins and other personal info could also be compromised, and they could end up sending the cash to the very same folk who robbed you, and worse, providing them with personal info.
If this is a genuine request, an incident where a visitor to an EU country has been a victim of violent crime and the local Police are not willing to investigate is worthy of investigation by the media, it would indicate an element of further social breakdown in Southern Europe and hatred of foreigners that is starting to develop in those countries.
A hotel owner (or anyone else) cannot keep you prisoner for unpaid bills. That is a very serious criminal offence in all 28 EU countries, as bad as the original crime (and would if brought before Court hint at collusion with the thieves). Italy may not be the most stable of countries compared to mainland Northern Europe or even the UK but this incident seems extremely unusual.
As you have access to telecommunications equipment of some kind, and are proficient in English, it would be worth contacting these European media organisations, using whatever communications method you consider most secure (be aware that wifi and telecoms equipment in hotels can be and often is subject to surveillance and interception).

I think that with the millions and millions of places on the internet, you spend time registering to a forum where you don’t know anybody, that’s just tut-tut
you should be trying to wake up the police and the embassy instead of just giving up and trying to beg for money
