I am not an expert with SMD components (they are way too small to comfortably inspect without using large magnifiers and even then hard to read) but the moment I saw that I recognised the layout as something which often has no other normal use than to create a strong voltage of the kind used to either give someone an annoying (but rarely fatal) electric shock; to upset/destroy other electronics (that cannot withstand the voltage being applied to it) or to create deliberate radio interference.
We used to make things like that in the 1980s but some of the components weren’t that easily available and TBH buying some of them in a certain combination often resulted in the Met Police Special Branch or DTI Radiocommunications Agency (forerunners of Ofcom) being notified (there was as much if not more paranoia over terrorism than today)
