Italians hand out drug testing kits to parents of teenagers
Quote:
Milan authorities are handing out free urine testing kits to parents of teenagers so they can find out if their children are using illegal drugs. In a part of the northern Italian city controlled by the right-wing National Alliance party, almost 4,000 families will receive a coupon which they can exchange for a kit to test for some of the most widely used drugs including cannabis and cocaine.
"It's a decision I took as a councilor and as a mother," said the head of health in the Milan Zone 6 area, Carla De Albertis. "Because I believe the family ... must be the educative means that can stem the drug abuse phenomenon."
The kits, available free to all parents of children aged between 13 and 16, are similar to pregnancy tests in that they need to be dipped in urine for a few seconds and then give a positive or negative reading for a variety of drugs.
It remains to be seen how teenagers will react when asked by their parents to "just say yes" to a drugs test. "If my mother asked me to take a test like that, I'd hate her for the rest of my life," 16-year-old Marta told La Stampa daily.
"She would instantly become my worst enemy instead of my closest confidante and the person I run to with my problems."

How does the drug testing system work in nightclubs? Hey, I have a question regarding the drug testing system they use when entering nightclubs. I've been told they take a swab on your hands that tests to see if you've come into contact with drugs via your hands, but another friend has said the swab actually take a sample of your sweat and will automatically tell the staff what drugs you've done.
If the system is the latter, how long would it take for ectascy to come up on the test? And does anybody know if you come up postive on the test, are you refused entry to the club, or do they just search you?
I'm asking cause I'm going to a hardcore event at a popular nightclub this friday coming, and I went to drop an E before I go in, but this nightclub in question frequently uses this drug testing kit and I'm worried I won't get in if I come up postive. Thanks a lot for your help guys!
forced drug testing another half-baked government 'initiative'?

UK: Football Drug testing fiasco… in the UK, a top football (Soccer) player has been dropped from the England team just for being slightly late in providing a urine sample..
http://news.bbc.co.uk/sport1/hi/football/3172568.stm
He has not been proven guilty of taking any drugs...
He provided a urine sample within the time limit, but slightly later than the rest of the team....
I'm not even a great soccer fan; and think these chaps although talented sportsmen are overpaid when you take into account their real contribution to society....
but I am frankly quite angry about this pre-judgement and scapegoating of this chap; essentially his employers have taken action against him without proof :(
if one employer gets away with it, others will follow....
World: Japan’s police chief quits – January 2000 Japan's police chief quits

Japan's top police chief has resigned following a spate of scandals, including allegations of drug abuse and sexual harassment, which have dented the force's image.
National Police Agency chief Yuko Sekiguchi, 60, said that now a clean-up of the force was nearly finished it was the right time to step down.
However, he said his resignation did not imply that he was taking responsibility for any wrongdoing.
Cover-up
The force's generally clean image was shattered last year by allegations that senior officials in a Tokyo suburb covered up drug abuse by a colleague.
The prefecture police chief and several other officials have been arrested.
Other scandals inside the 260,000-strong force have involved allegations of extorting money from suspects, sexual harassment and bullying.
There was even one case of hit and run, where a police car ran a member of the public over and left the scene of the crime.
Scandal
Mr Sekiguchi said his recent plan to bolster the National Public Safety Commission, the body which supervises the nation's police force, had been completed.
His resignation is expected to be approved by the cabinet this week and he is likely to be replaced by the agency's deputy chief, Setsuo Tanaka, 56.
Prime Minister Keizo Obuchi said last year that the crimes were "beyond description" because they involved a systematic cover-up.
The main scandal centred on allegations that police in Kanagawa prefecture covered up drug abuse by a former assistant inspector, Yoshihisa Sakayori.
Mr Sakayori had confessed in December 1996 to using amphetamines, but was not arrested despite a positive urine test for drugs. He was only fired after a subsequent extramarital affair.

Drug tests to help reduce crime BBC News
Police say new powers allowing them to test criminals for drugs is helping to reduce crime.
Stafford and Cannock police officers have been given powers to test people charged with certain crimes such as burglary and car crime so they can be offered treatment.
A police spokesman said figures showed 45% of tests were positive.
The worst area was Hackney with 66% and the area with the lowest percentage of offenders who tested positive for drugs was Torquay with 36%.
Drug treatment
Sergeant Russ Cartlidge said the tests are helping to break the link between drugs and crime.
"The scheme is twofold because we are able to get offenders the drug treatment they need," he said.
"In doing so, we're reducing the need for crime to be committed to finance an illegal drug habit."
The new drug testing powers are being introduced to 30 areas identified as being the worst affected by drugs-related crime.

ok: here's a copy of an email i'm currently sending to anyone i think
maybe able to help ASAP! this friend made me realise what i was missing
and how underhand a method was being used on me:
OK, I am 16 years old, male and living in Cornwall. last February,
somehow, it was found out that a friend was buying some cannabis. I had
asked him to get some for me aswell. as a result, he was expelled for
dealing and another 5 of us were suspended for a week and only let back
into the school on the condition that we could have random drug tests
whenever they wanted. the terms were not clearly defined on holiday
rules or anything really. I have gone along with this, thinking it was
a bugger, but I spoke to a friend in London a few days ago, she is 27,
and she started to sow seeds of doubt as to whether they could test me
like this, because I would be doing it outside school and it was my body
etc. and they could only search lockers etc. on school premises. on top
of that, I did my GCSEs last summer and am now in sixth form, but at the
same school.
that's just a short, but honest, outline of what happened to my present
situation, to see if you might be able to assist and advise. the friend
that made me think about it said she would talk to her lawyer friends
about it aswell and let me know.
thanks for any help you might be able to offer.
