Temporary Event Notices here are some basic guidance notes to help you fill in a Temporary Event Notice (TENs) if you choose to go down this route for any party you are throwing
the TENs has been designed as a 'soft-touch' license for small, one off events. Applying for one means that if things go badly wrong, the authorities will have your name. If your party is well organised, you shouldn't have anything to worry about and your party can't be stopped by the cops unless you are breaking the conditions in the TENs

i haven't gone for a bar yet, but if you know a friendly publican or off license, there is scope to sell alcohol. we've only taken the hot food and drinks route thus far, but knock yourself out and come and tell us all how it went, bar-side

you should have at least 1 steward to every 100 people at any one time. at least some of these should be trained in fire safety, first aid, security etc.

Bond villain held over wife death
An actor who starred as a James Bond villain is being questioned by police after his wife was found murdered.
Irvin Allen was arrested after the body of Chamlong Allen, 48, was discovered in a lock-up close to their home in Ladbroke Grove, west London.
Police said a post mortem confirmed she died of multiple stab wounds.
The actor starred as evil henchman Che Che in On Her Majesty's Secret Service and Stromberg Sailor in The Spy Who Loved Me.
Mr Allen, who also took roles in Stanley Kubrick's Lolita and The Revenge Of The Pink Panther, lived with his wife and three children in a flat in Adair Road.
The 6ft 5in star, now aged in his 60s, had retired to run the Mr Tasty food stall in Portobello Road market.
Police confirmed a man arrested in connection with the death is being held in custody and being questioned by Serious Crime Directorate detectives.

Patient died after care home assault
A WOMAN suffering from a heart and lung condition died after being assaulted by a fellow patient at a Sand-hurst care home.
Yvonne Newell, 62, had suffered from mental health problems since the 60s and had lived at Harts Leap Care Centre in Sandhurst for many years.
An inquest into Mrs Newell's death at Windsor Guildhall on Thursday heard that a fellow patient, who was on a trial period at the private hospital, had punched Mrs Newell and pulled her hair. The patient had been on one-to-one observation - a member of staff had to be near her for 24 hours a day.
The inquest heard the patient had been left with care assistant Beata Hrycyna while another member of staff was absent. But the patient left the dining room and assaulted Mrs Newell, who was sitting in the doorway to her room nearby.
Elizabeth Luswazi, a mental health nurse, who was also in the dining room, told Berkshire Coroner Peter Bedford she had seen the patient leave and followed her. She said the patient started punching Yvonne in the face.
She said: "When I was nearby she started grabbing her hair. I was trying to take her hands off her head."
She said Mrs Newell's face and lips were blue and she had slight bleeding from one nostril.
Other members of staff described helping to prise the patient's hands from Mrs Newell's hair and leading her away while other staff tried to resuscitate the injured pensioner.
Pathologist Dr Robert Chapman told the inquest Mrs Newell was suffering from heart disease, emphysema, bronchitis and the start of pneumonia.
In a report he said the extent of her natural disease was that she could have died at any time. But he told the inquest pain, anxiety or physical activity could cause someone with this degree of disease to collapse.
The coroner ruled that Mrs Newell had died of exacerbation of chronic pulmonary disease with an abnormal increase in the size of her heart.
He said: "Her death was probably accelerated by a short time by the anxiety and physical activity suffered in the assault which otherwise did not inflict injuries that would be expected to be fatal."

* At 9.55pm on 29 November, a 44-year-old Newbury man was walking along the towpath in Butson Close, Newbury, when he passed a man walking four dogs on leads. As he passed, one of the dogs snapped at the victim’s ankle.
The victim was not injured and no damage was caused to his clothing but he remonstrated with the dog owner about the actions of his pet.
The offender then pushed the victim and threatened to push him in the canal.
The offender is white, aged 60-65 and 5ft 8 to 5ft 10. He had slightly balding grey hair and was of stocky build. The dogs are described as black and white terriers, possibly Jack Russells.

UK : East : Local Councillor goes on night time economy patrol with Town Pastors Interesting insight into how the town centre drinking culture is monitored here. There are no longer any "rave friendly" clubs in Ipswich, because in the past they have attracted less than friendly rival groups of dealers and sketchy idiots who combine stims and booze can still fuck up the atmosphere of such an event by fighting amongst each other and bringing everything on top.
Although I'm not religious, the Town Pastors do deserve credit - they genuinely do a lot of good in defusing situations but not letting folk get away with scummy behaviour, whilst not using direct physical force like bouncers and cops often have to.

As it was the Saturday before Christmas it was expected to be busy and the emergency services were well prepared, with around 30 police officers on town centre duty, also St Johns Ambulance and a SOS bus based at Cardinal Park to give medical treatment.
I went out on patrol with Paul and Julie, both experienced town pastors. In fact Paul was one of the founding members. We were radioed up so we could hear what was happening and communicate any issues we faced. As soon as we stepped out it became apparent what a good relationships the pastors have with some of the regular revellers. A young lady told us how thankful she was for help she received when worse for wear a few weeks ago. She tried to give some money to say thanks but we advised we could not accept but she could donate on line.
The majority of people out where good natured and in good spirit. When they see us they ask for a Freddo bar and engage in some light hearted banter. We did attend some incidents that were not so light hearted; we were came across a young man with a nasty gash across his nose after being head butted, we stayed with him until help arrived. We also witnessed a door man being assaulted; the police arrived and arrested the attacker and we gave statements.

IN : North Goa bar owner busted for noise violations The panch is a local term for the parish/local Council. The feds didn't just steam in without warning, bar owner had previously had some warnings before and there was a 150 signature petition from the locals about the noise!
MAPUSA: Anjuna police on Tuesday night arrested and later released on bail Sanjay Govekar, owner of a bar and restaurant, at Dando, Anjunafor allegedly playing loud amplified music beyond the permissible time limit without taking permission from competent authority.
After complaints by the locals, police conducted the raid and nabbed Govekar, resident of Soranto wada, Anjuna.
Residents from Dando were disturbed by the loud music being played in the restaurant and bar in Anjuna. Locals called up Anjuna deputy sarpanch Savio Almeida and Lavino Rebello, who have been appointed representatives of the villagers to inform police about illegal rave parties. Almeida, Rebello along with panch members Dinesh Patil and Sheetal Naik and locals went to the police station at about 11pm and complained about noise pollution. They also rang up the SP, locals informed.
Acting on the complaint, Anjuna police team visited the spot and it was noticed that loud amplified music was being played at Shiva Valley bar and restaurant owned by Sanjay Govekar. People were seen dancing to the tunes of the music.
Music equipment such as two big speakers, an amplifier and two CDs were attached under panchanama. An offence under Section 7 and 10 of Madhya Pradesh Control of Music and Noise Act was registered. Govekar was arrested and released on bail. Further investigation are in progress.
Locals alleged that a part of the proceeds from the rave parties go to politicians and police, so they turn a blind eye to the happenings.
Dy sarpanch Savio Almeida said that it an open secret that drugs are used at rave party spots which he said was giving Anjuna a bad name and driving away decent foreign tourists.
"MLA Dayanand Mandrekar should intervene and stop the illegal rave party menace and rescue people from the trauma of sleepless nights," Savio Almeida said.
The locals of Anjuna have started protesting against late night rave parties which have become common in Anjuna causing noise pollution.
North Goa SP Vijay Singh on Saturday met locals of Anjuna who have been complaining about loud music played in shacks and at late night parties and assured them of taking legal action against loud music.
Following the meeting, deputy sarpanch Savio Almeida and panch Lavino Rebello were appointed representatives of the affected people who will contact the police whenever illegal rave parties are organized.

UK : East : Ipswich’s violent crime hotspots revealed.. doesn't surprise me, and I'm glad this has been exposed, so now the authorities can start taking action...
I'm sceptical myself as to how much really is due to "drink" and how much to poor impulse control and a culture of "might makes right" within groups of people though (particularly if only 20% are stranger attacks). but if people won't play nice the state can actually take the playground away from them - wasn't that long ago town centres shut at midnight, not 2am or 3am and if you were on the streets "too late" cops searched you!
The hotspots for violent crime in the town can be exclusively revealed today, following data published by Suffolk Police.
The statistics, released following a Freedom of Information request, show the areas with the highest levels of violent crime are also the sites of some of the town’s most popular pubs and clubs.
Cardinal Park had the highest number of incidents, with 102 violent crimes reported in 2009/10, which works out at nearly two per week.
There were 90 incidents in Old Cattle Market, 84 in Northgate Street and 72 in Tacket Street, as well as 76 violent crimes on Norwich Road.
These range from the most serious offences, such as grievous bodily harm, to threatening behaviour and harassment.
There was a total of 3,445 violent crimes in the Ipswich area, although Suffolk Police said that almost 80 per cent of these involved people who already knew each other rather than attacks by strangers.
A police spokesman said: “These are almost all town centre spots so those violent crimes will usually happen on a Friday or Saturday night.
