Free open festival deuxième édition. Voilà un an nous renommions le traditionnel teknival du premier mai. Le collectif de sound systems s'essayait à un nouvel exercice, un festival tekno légal, sur donation, ouvert à tous les participants, sound systems et performers. Un encadrement sanitaire satisfaisant, un statut légal, et des interlocuteurs de l'organisation, autant de paramètres nécessaires pour faire oublier aux autorités locales que depuis 10 ans notre mouvement évoluait dans la clandestinité et l'illégalité. En échange, l'espoir que les mentalités changent et qu'avec l'aide du ministère de l'intérieur, puissent se développer les free parties de petite envergure, culturellement et socialement plus intéressantes que les rassemblements de masse.
Après plus d'un an le bilan n'est pas réellement satisfaisant. Les autorisations sont parfois débloquées grâce à l'influence du ministère de l'intérieur sur les autorités locales ; les renseignements généraux continuent d'alarmer les élus locaux en cas d'organisation de la moindre soirée en relation avec notre mouvement ; des saisies abusives nous sont trop souvent rapportées. Cela sans parler d'autres ministères, comme celui de la Culture, sollicités mais avec lesquels aucune discution concrète ne semble possible.
Difficile choix donc que celui d'aller encore une fois dans le sens de l'état en organisant cet énorme festival auquel l'âme, et les convictions manquent. Et pourtant, le traditionnel festival du premier mai verra cette année encore se réunir tous les sons ayant répondu présents à l'invitation. C'est pour nous l'occasion de nous rassembler, de prouver que nous sommes toujours là, présents et motivés ! Et d'ici peu nous devrions pouvoir vous présenter un document établi en collaboration avec le ministère de l'intérieur afin d'assouplir les démarches inhérentes à l'organisation d'une fête libre, mais le problème des terrains disponibles reste entier, nous y reviendrons bientôt.
Peu de nouveautés, ce festival sera sur donation. Notre indépendance vis a vis de l'état passe aussi par là, si nous voulons nous détacher du ministère de l'intérieur il faudra être capables de se gérer de manière autonome. Ainsi, cette donation devra couvrir les frais engendrés par le festival : Les bennes à ordures savamment disposées sur le site et régulièrement vidées afin de vous permettre d'y jeter vos sacs poubelles (que vous aurez sûrement emmenés et remplis en nombre). Des toilettes, surtout pour éviter que nos aînés nous prennent pour des primates. De l'eau potable pour parer à toute sécheresse éventuelle. Et les secours (pompiers, SMUR) pour témoigner notre respect de l'autre et lui procurer les soins qui lui sont nécessaires. Si nous abandonnons cette année la séparation entre le parking et les sound systems, c'est parce que nous comptons sur chacun d'entre vous pour libérer la « ligne rouge » permettant la circulation des secours entre les tentes de la protection civile. Afin de n'engendrer aucun désordre sur la voie publique, tous les véhicules devront stationner sur le site même, au risque de répondre de la loi si votre véhicule était mal garé a l'extérieur (PV, enlèvement...). Enfin, l'expérience passée nous montre qu'une chose est importante à rappeler : le festival étant légal, les gendarmes veillent a son bon déroulement. Les barrages des forces de l'ordre doivent être respectés, les accès bloqués sont ceux des secours ! Et si une forte présence policière à l'extérieur du site est à envisager, les sound systems seront disponibles pour veiller au respect des uns et des autres.
La fête reste libre et le festival OPEN TO ALL ARTISTS SOUND SYSTEMS AND PERFORMERS. Les règles sont simples et s'il s'avère quelles ne correspondent pas à votre idéologie, nous ne cherchons pas à vous les imposer. Ce festival n'est pas un point de passage obligatoire, c'est une des alternatives que nous laisse la loi française et nous avons souhaité l'explorer. Cela ne constitue pas l'ensemble des démarches du collectif, mais encore une fois le travail d'une poignée de motivés qui compte sur chacun des participants pour assurer. Bien des choses sont en jeu, on compte sur vous.

Right here’s the translation – anything in [brackets like this] is my own words rather than straight translation. I may have fucked up some bits as well as I have let my French get a bit rusty – anyone who is a native speaker is welcome to add corrections!
Free open festival part 2. Once again this year we are taking up the traditional May 1st Teknival [it appears the Frenchies are linking this with traditional socialist/anarchist mayday type malarkey]
The collective of sound systems is trying a new concept; a legal teknival funded by donations, open to all participants, sound systems and performers. With acceptable [to the authorities] sanitary facilities, a legal status, and an amount of organisation required to make the authorities forget that for 10 years previously our movement evolved as a clandestine and illegal phenomenon.
In exchange [for this compromise with authorities] we hope that [normal peoples] thoughts of our scene will change and with the help of the Interior Minister [Home Secretary], can enourage small scale free parties culturally and socially more interesting than massive commercial parties.
After a year the situation is still not really satisfactory. Authorisation to have free parties [presumably the magic 7 legalised ones!] are sometimes only available after the interior minister has put pressure on the local councils; the parties continue to alarm the locals in power even for a small one day party from our scene ; and violent busts of parties are too often reported [sounds familiar].
This is without liaison with the Culture Minister [equivalent in UK is DCMS minister] – but it does not seem possible to have a constructive discussion with this ministry.
It is a difficult choice to work with the system and organise this large festival when the will [of the authorities to have this event]? is missing. But still, the traditional 1st May festival will show again that systems have responded to the invitation. It is for us the time to come together and prove that we are still there, present and motivated! And we must show a document put together in conjunction with with the Interior Ministry that we have the inherent capabilities to organise a free festival [presumably safety issues etc]. There is still the problem of finding suitable venues for these events; we will return later to this issue.
This festival will be funded by donations. There is nothing new about this. Our independence from the authorities stems from this, if we want to operate in an autonomous manner from the interior ministrys directives, As such, these donations must cover the costs imposed on us to hold this festival ; rubbish bins/trash barrels put in suitable locations on the site into which you can empty your rubbish bags! Toilet facilities, so that the locals do not consider us to be apes and monkeys. Drinking water to be shared with all to prevent the inevitable dehydration [from stomping and drugs in the spring/summer heat!]
And the costs of emergency services such as Fire Brigade and the Ambulance Service; to show respect for their work and obtain the necessary care.
If this year we do not have separated zones for vehicle parking and rig areas, this is because we count on all attending to keep lanes free to provide safe passage for any emergency service vehicles that may require access between their comms and control tents (it appears these will be denoted by a red line).
In order not to cause traffic congestion on the public highway, all vehicles must park on the site, otherwise they may be towed away under local [traffic] legislation!
We must remember this from last year:
The festival is legal, and the cops want it to go well. That said, their road closures must be respected, these are put there as potential emergency exits {I,e the cops wil remove the barricades if required for blue light service access!]
[rather liberal translation here] And if there is a large amount of cops at the outside of the site, the crews [and cops] must respect each other [presumably this means don’t say “sale flic” to the gendarmes!]
The party remains open to all artists, sound systems and performers. The rules are simple and if they do not correspond to your own ideology we do not seek to impose them on you. This festival is not a required point of passage [to more tolerated events?] it is one of the alternatives that the French law leaves use and we hope to explore.
This is not the total collective effort of the party crews; but just one idea in a portfolio of ideas which counts upon each person participating to assure it goes well.
Plenty of other things are planned; we count on you [to help achieve them].

Come visit our beautiful valleys and countryside, say hello to our cows and sheeps, don't forget to drive on the right side of the road and bring all your vinyl and systems to THE FRENCH SUMMER TEKNIVAL !!!
It's gonna be packed as hell (teknivals in France gather 30 to 50 000 people !).
Well if they don't speak about it on TV it would feel a bit more undaground.
It will be in the Limousin region (eg deep lost in the center of France).

Another French raver I was speaking to yesterday said that he was slightly frightened, but gave the impression that although the French authorities would be pissed off but wouldn't take it so far as to gas/shoot a very large contingent of EU citzens and risk a major civil disturbance the whole World would know about (they are expecting 100,000 people - about the entire population of Reading all in one place).

FrenchTek Caterpillar Warning! I have just had an email discussion with a Senior Invertebrate Ecologist at English Nature regarding the irritant caterpillars that caused problems at Frenchtek, and similar species that exist in the UK (from the brown-tail moth).
He has advised that there is a real danger of this species becoming established in the United Kingdom due to climate change - once established they are here to stay.
One risk would be from females being introduced via camping equipment or imported goods (the males already fly over here now and then)
A few breeding pairs could easily establish the species - and because of their poisonous nature they have few natural predators. They also present even more danger to humans than the native UK brown-tail species as the European ones "march" in large numbers (They are also called "processionary caterpillars")
Please check your vehicles and camping equipment, and eliminate any of these creatures you may find alive with any Defra approved pesticide.
Wear PPE such as gloves, masks (you will need to if usingf pesticides) and do not touch the caterpillars or their carcasses). Do not squash them as you may come into contact with the irritant hairs. They are as dangerous dead as they are alive.
Bury the carcasses.
Do not let children, domestic pets come into contact with them.
If you or anyone else does suffer a severe allergic reaction , call the Ambulance Service on 999 or 112.
If your pet is affected, call the emergency number of your vet immediately. Just 3 or 4 can kill a large dog.
I do not think there is a major risk to all areas (only hotter parts of the UK) and admittedly my advice does sound like something out of a disaster movie - but having spoken to a friend who was affected by them (he is recovering but still sounds unwell) it is prudent to take heed of what the man from EN says and keep these creatures at bay as much as possible
Remember - their habitats are much the same as our preferred spaces for open-air fun..
this is also a real example of what global warming means...
