in NL (possibly DE and many other EU countries as well) the cops are banned from shooting lead bullets in case animals eat them and get ill – also the politiekogels have unique markers and type of metal used so forensics can always tell them apart from any others that are being fired. (they very rarely shoot anyone; nor do the German cops who are also armed all the time)
Even US cops (or anyone who fires a gun for self defence or that or others) are warned of the risks of overpenetration (particularly as they use .40 S&W minimum in pistols as they claim 9mm para rounds are too weak) – this is when the round or fragments of it go through the intended target and strike an innocent bystander. Even in this incident another TSA officer was struck by a stray round and a civillian grazed by another one. I think these cops are also not the average donut muncher but trained to deal with this sort of thing in crowds. I remember reading about there being some restriction even in USA on what rounds can be used at civillian aerodromes; it was to reduce the risk of an incident where an officer discharges a service weapon and in doing so pierces the side of any aircraft causing it to depressurise…
There was a incident at a UK Garage/urban music type even in London in the 2000s where a DJ finished his set too early; to which a promoter took offence at; and decided to shoot at this DJ with a small Soviet era pistol chambered for 7.62mm AK47 ammo(!).
Perhaps not surprisingly this round went straight through the head of the target; then though a solid brick wall and stiill took out some other random dude who happened to be unlucky enough to be standing the other side. the promoter got life with 2 x 10 year minimum at Old Bailey.
