I think you have taken my words out of context and gone completly of the tangent.
In a logical sense, you would not need to make up a conspiracy against a group of people when you have plenty of news stories against them at hand allready.
For example if I were to start a campaign to bring back fox hunting I would not make up a story about a fox causing trouble. I would instead go on google and hand pick a real news story about a fox that bit someone.
