I’ve not noticed any in the UK (although using a fast FTTC connection). At the end of Feb I was experimenting with some mobile data transfers and also trying to use up the data allowance before the month end and noticed very heavy packet loss at both the European and USA ends of the link, (O2 UK connection, resold as gifffaff) but put that down to there being 15 levels of NAT before the data even left O2 and the possibility that lots of people with mobile broadband or monthly allowances might be trying to do exactly the same thing.
