bear in mind that vendors in Europe and Asia are still scrutinised by their domestic law enforcement agencies and exporting potentially controlled substances to a foreign nation is generally viewed as a more serious matter than local sale of substances that may not even be controlled in the country the vendor operates.
Outside the EU (where drugs control laws are very similar and small scale recreational use is often tolerated to some extent) international packages might get sent in transit via a country with harsher regulations and greater surveillance than the recipient country, such as Canadian parcels going via the USA, so its often more sensible for a vendor to turn down the business than their customer end up with nothing (and the vendor being judged as a scammer) or a seizure/warning notice, both of which cause problems in the long run to both the customer and vendor.
Sites like this are due to their nature heavily monitored. However even in harsher countries attitudes are slowly changing, so discussion of small scale individual or group drug use with a view to harm reduction is begrudgingly tolerated without anyone getting in trouble. Blatant dealing is not. A few years ago when catihnones were “legal” in the the UK and Europe this site experimented with tolerating discussion of vendors.
The end result was unpleasant “online turf wars” between commercially minded vendors. This coincided with a spike in usage across Europe by mostly younger people who simply ignored harm reduction advice leading to health problems across Europe, and the vendors being tracked down by specialist Police units and put out of business by having their stock confiscated using ancient European legislation from the 19th Century and even in some cases the Middle Ages (health and safety and drugs control laws (poison control) existed even then!
