I don’t think its completely unintentional at this point, maybe in 1968 they had no clue, but as of today, they can do better. It is understandable why they want to keep the contract with Ole Miss and keep it to one grower, just like there is one legal LSD chemist in America, but its bullshit.

In Howard Marks book, Mr Nice, he talks about a project them embarked on using research gained from the US government. The research was being done to try produce a plant that, as he put it “make bad dope and good rope” and so they though by following the research but doing the oppisite of what they wre doing would work and he said only tolerable weeb was grown. Whether all government research has been done with a similar focus to it but maybe it’s possible.

Hemp used to have a lot of industrial uses in America before it was popular to smoke so its a good line of thinking from the government.
