its a different drugs culture in the USA, the level of prohibition/enforcement is far higher than ours..
also there is no NHS (public healthcare) and it seems that from what the lady says that the cops can decide themselves if someone is a problematic drug user, rather than a health professional deciding this.
In the UK you can get busted with fuck loads and cops let you go with a caution (I think this is called in infraction in the USA)
but in some US states if you get caught for drugs you have to do a few days in jail and also permanently lose your welfare entitlement, college grants and you can have your driving license revoked even if you were on foot at the time and nowhere near a car
when that big hurricane hit New Orleans loads of people didn’t get any benefits to help them rebuild their lives because they had criminal records for drugs
Thats how heavy the “land of the free” is about recreational drug use. Of course it doesn’t stop people taking drugs, it just raises the stakes so people go for the high earners like meth, coke, crack, heroin as the addicts guarantee repeat business and a revenue stream..
