2C* substances are class A in the UK and the other 4-C may be as well (not 100% sure). it must be controlled in some way or it would be more readily available.

It doesn’t mean that just for using it or trying it out MI5 will crash in your door tomorrow (especially as they don’t have that sort of power of entry, they use normal local coppers and/or SOCA) but who knows what could happen in the future.
A lot of this encrypt was invented by boffins who also work for feds/govts (or whoever pays them more) and investigators don’t always need a decrypted message as main evidence.
I think there are far easier ways of getting hold of the 4* substance anyway with less risk. I’m not interested myself as I don’t have time for pyschedelics nowadays – but the trick is not to be greedy.
UKBA aren’t stupid but they don’t have a endless pot of money, not enough to search every small package what comes from foreign lands.
