Drivers who use earpieces or speakers still have slow reaction times and are likely to miss hazards and signs, according to the research.
Using a hand-held phone while driving is punishable by a £60 frine and three penalty points.
But the report, carried out by the Transport Research Laboratory, said that this could encourage drivers to think hands-free kits were safe.
It said that hands-free phones may also have to be banned and suggested that employers tell staff not to use any phone while driving for work.
The report concluded: “This study deomonstrates that driving and talking is cognitively demanding and results in poorer driving performance.
“Talking on a hands-free phone while driving can result in poor decision making.”
Recent studies in Australia and the US also found that hands-free phones were no safer than hand-held phones.
A study by the University of Utah found that driving while using any type of phone was as bad as drink-driving.

Taxi Drivers talking on the radio?
Police communicating with headquarters?
What on earth do we do if we sneeze or wont we be allowed to?

its a matter of discipline when using the communications equipment.
With taxi drivers and single-crewed emergency service vehicles the driver is trained to keep the messages brief and to remember that road safety is priority.
Also, on these kinds of radios the message is usually one unit to control or a group of others rather than from one person to another – long conversations are always discouraged as it would tie up the frequency/repeater or talkgroup and other units cannot communicate until the first message is finished.
Also, with the military and emergency services it is more common if the vehicle is not single crewed for the front seat passenger to operate any communications equipment, leaving the driver free to concentrate on driving.
Civilians can (and should) do this too, if driving solo they should keep conversations brief or stop the vehicle in a safe place if its is necessary, and if you are driving with your friends or partners they should answer the phone, even if there is hands free equipment available!
All my friends do this when they are in a car with more than one person (such as driving to a club or party)…
Even if i’m using handsfree stuff i make it known the min i answer the phone that i am driving so that they know i can’t talk and tell them i’ll call them when i get where i’m going..
The advert that is on the tele just now that shows the wife phoning the husband when he says he’s driving home and she keeps talking and he crashes is really good.. making people aware that the min they know someone is driving they should end the call…
was trying to cross a busy road and a parked car started reversing into me! noticed the guy driving was having a conversation with someone on his handsfree..
