Never encountered amfetamines in liquid form, although occasionally as a damp paste. It is most likely amfetamine or a similar stimulant dissolved in a harmless edible or food grade oil or similar liquid. Its use would be no more risky than any other form but something to be aware of in the UK (and perhaps other countries) is that any amfetamine that appears to be in a form that could easily be injected goes up to class A rather than class B.
