LONDON (AFP) – Internet users in Britain who illegally download films and music face being banned from going online, according to leaked government proposals published in The Times on Tuesday.
The proposals were included in a Green Paper — the first step to changing a law in Britain — on the creative industries that is due to be published next week.
The Times said that the plans would involve a “three-strikes” regime — users would first receive an e-mailed warning if they were suspected of illegally downloading films or music.
They would then receive a suspension from their Internet service upon their second offence, and face a termination of their Internet contract if they were caught on a third occasion.
i.d cards, not stop and search warrents, freedom of speech?

Can someone clarify the policies of how a law can be passed?
I’ve always wondered this. How do the Feds catch on to people downloading files? Does downloading shitloads of files give people away?:wink:
How are the ISP’s going to know if the files you are downloading are legal or not? No matter what they try they will never stop people pirating stuff….
Well, its traceable, but on the outside very hard to see. So they would find It very hard to have any right to see what people are downloading, considering there’s a huge amount of legal stuff we can download. Not mention streams and all sorts of other stuff, that all comes under the same bandwith useage.
Its sad though, already some ISPs limit “hardcore” users. This means for me (tiscali) I have shit speeds between 6pm and 11 or 12. Sometimes I can barely load google homepage. It times out. Grrr…
Anyway, regarding paragraph one here, with the ever increasing use of high bandwidth net stuff, there will be no way to easily see who’s doing the naughty stuff. Its all propaganda scare tactics imo.

i know this i did it in govenment and politics (got kicked out the class after 6 months) right, green paper is like the first reading, then like the white paper is the second reading where people can shout stuff out and make changes, then the third reading they vote i think and like its a majority wins thing
half my film database is illegally downloaded
some tell me whats wrong with stealin from hollywood
as for music downloadin, it will benefit the music industry. all we got now in most music is 3 (soon to be 2, perhaps) major record labels that exist to make money not out of the love of music. it stiffles creativity and innotaviv artists dont get a look in. succesful indie labels are bein snapped up asap

hmm checked the techie sites and they give a different angle on this
they say that the Govt doesn’t really want to legilslate but will only do so if the ISPs and music industry fail to reach an agreement between themselves
TBH I don’t give a fuck if either the mainstream movie or pop music industry (at least in its conventional form) is destroyed by downloading, nor do I care how many “stars/celebs” and big companies lose money from it
whatever happens its not going to remove the desire of humans to make music or creative images – if anything it might mean that music and films etc becomes a more underground / local / lower budget type thing and may increase creativity..
I might download the odd MP3 to get hold of more obscure tracks but I can’t even be bothered going to the effort to download most of the movies around nowadays…
there are however a lot of commerical pressures where ISPs would like to (and are) limiting “heavy users”,as especially with a recession coming (limiting investment in infrastructure) they are going to be sharing the same amount of bandwith amongst a large amount of people..
