To be fair I think they did explain everyone having to move would be the worst case situation (although this is becoming a possible scenario and it will involve shifting as many folk as the entire population of a large town such as Ipswich or Reading)
I think this cartoon is actually aimed at the 3-6 age group – most Asian kids are sent to kindergarten before age 6 (compulsory schooling) I expect many Japanese kids of 6 or over would already know about earthquakes and nuclear incidents, but TBH the entire nation has grown up with the memory of both…
