Doesn’t surprise me. TBH I think all militaries worldwide have these weapons in some form or another and would deploy them or have deployed them when at a state of war.
There is a “get out” clause in the UN chemical weapons “regulations” which use of WP as smoke producer and only discourages (but does not explicitly ban) its use as an incendiary.
Its nasty stuff even for those who have to handle it …
TBH I think whenever groups go to war the geneva conventions etc mean fuck all because the soldiers and generals will do whatever it takes and whatever they can get away with.
Perhaps the world needs to forget about the concept of war crimes; but to realise that all war is a crime..
