TBH this is the users fauilt. even when we bought booze underage from the Asian shop (it was run by a dude who would be about the same age as me now) he’d say “don’t be behaving like idiot outside shop or in the rest of village, or the policeman stop me selling to you”.

i suspect a lot of these shops are selling blends that encourage compulsive redosing rather than longer acting. there are decent bicycle shops in that area; and lots of places to explore; smartphones all have GPS and cameras so you can’t even get lost; and instead of a “group of yobs” the public sees “young people being healthy and getting exercise in the outdoors raaa
