It was the Cambodian Environment Ministry and the Army, although the Chinese and western feds might also have worked providing intelligence.
in the 1990s and 2000s a lot of Asian students were sent to study in the UK and Europe and brought back the rave scene and drug culture with them. This kicked off a scene in the Asian countries, and when it spread from a small minority to a large amount of working class youths it all came on top just like in England – bear in mind if people are lunching out their jobs in the MP3 player factory and quality/production is dropping every Monday that sort of thing gets noticed fairly quickly.
So now the Chinese feds are equally anxious to put a stop to MDMA being made at large scale as any other nation. China did go through a stage of being as lenient as the Netherlands at least in urban/city areas but I get the impression this is now coming to an end.
TBH I don’t think the pill quality will improve much as long as the classifications remain, the best case is that cathinones will replace piperazines..
