nah he’s too old to be a undercover cop in England – they have to use the rookies on their first detective assigments as the rave scene in most areas here has already been downsized to “kids only” (well mid teens to twenties). Illegal raves don’t need detectives to bust them, the locals call 999 (like 911) when they hear then and help direct the bobbies to locations. And anyone over 30 at many raves here is now viewed as a cop, drug dealer or someones Dad (but from what the politically correct here call a “socially deprived family unit”)
In your country particularly some areas there is that wierd phenomenon where a sanitised version of the European rave scene is making big bucks for the moment but they are trying to conceal its links with drugs, and your laws have less controls over covert work (in Europe it would be classed as entrapment and any court cases invalid).
