From what I’ve read in both English and Dutch (I am actually very wary about visiting NL because of the hassle I’ll probably get on the way back from Border Force UK as I fit all the profiles of a potential dealer they look for) it is now no different to getting pills anywhere else in the EU.
What can happen is some younger taxi drivers in tourist areas might realise you are going from a hotel to a club where electronic dance music is played, and as they speak English and have a good reason to be driving strangers around at odd hours, can help you out as they know other folk who have pills to sell
But this has to be done discreetly as there are 5 different kinds of feds in NL as well as the border force (douane) and the “hit quads” (horeca interventie team) which is a combination of cops and local council, and if things are too blatant there is a “grote controle” and everything and everyone is searched by big guys with guns. if both dealers and users are below age 30 as even if they get caught its treated as “kattekwaad” – small mischief that is tolerated amongst younger people and kittens/cats. Older ones will end up “het asiel in” (asylum/animal shelter, like here the term is not PC for humans but they still use it for animal rescue, and it seems that those above 30 regularly caught with hard drugs have to do extra community service/rehab/attend mental health treatment as well as their caution/fine)
