First check all the cables are plugged in correctly [although rare this does happen]
Then check your Bios to make sure it is being seen by the motherboard
Download and run Ccleaner [in safe mode] to clear the junk off your drives. Reboot the machine and then go back to ccleaner, go to issues and ask it to check your registry for issues. It may take a while if you have been running the install for a while. It will ask you if you want it to back up the registry – always do this [the software is very good but accidents happen]
If its still not working I would uninstall I tunes and any other cd related pieces of software which dont work, uninstall the cd burner drivers and then reinstall them in the order of cd burner drivers [check for the latest ones on the manufacturer’s website] and then the software. Create a system restore after each piece of hardware/software has been installed and is working as this will allow you to roll back to the working version and save you time should something not work. [tbh sounds like someone has messed with the pc somehow [possibly by accident or in ignorance] and this is the fastest way to fix it IMO]
