How the fuck a member of the public noticed it is beyond me but they did.
Most probably recorded it as by then even VHS video recorders (remember them?) could do slow motion replay frame by frame. the message was overlaid in peak green (a colour not normally found on telly, in fact its used as an overlay colour for effects purposes) – a load of it would still have looked like a glitch on the video, and things like this make people curious.
Although I don’t think it was them in this case, Mary Whitehouse was still alive then.
she used to encourage her middle england pro-censorship activists to video ITV shows they didn’t like, and then watch the ad breaks! Then complaints would be sent to the companies who booked the ads. She successfully got a few things censored and sponsorship removed from programmes (including Channel 4’s film nights!) by this method.
