Cologne officials, who say their city is a worldwide pioneer in taxing prostitution, were quoted in local media reports on Friday saying the sex tax component of the “pleasure tax” had jumped from 790,000 euros in 2005 to about 828,000 this year.
Prostitution is legal in Germany and sex workers are required to pay tax on their income and a value-added tax.
Seems like a sensible solution to me – anyone have any insights on the subject?
its sensible provided the agenda is not hijacked by social conservatives who use the tax as a “punishment” and/or try to derail the legalisation…”via market forces”
I remember reading some report from Germany a while back that a young girl was told she had to apply a job as a prostitute to get the German equivalent of jobseekers allowance (she didn’t actually want to become one) – because it was the only job available – it was in a right-wing area and this sort of thing is a very underhand way of “fighting back” at the “permissiveness” that conservatives tend to think up…
also those who still disagree with the sex industry could slowly push up the tax citing “extra costs of the sex industry” (CCTV and cops to guard them, healthcare costs etc) – it may reach a point where girls stop declaring themselves and go back underground to evade the tax; plus the organised crime networks of human traffickers could also try and undercut them if the tax is high
After all, how many people would buy cheap cigarettes which have had duty evaded if they can get them?
Good points but at the end of the day even if it only makes things safer for the girls in the short term and eventually goes back underground as you describe then it would still be a worthwhile move – to improve the quality of life AND the safety of both customers and prostitutes for a period of time has to be a good thing.
Okay in the long term a kick back could occur or manipulation of the law by the right, but it might not happen too, and even if it does then its something they would have attacked one way or another anyway – at least they would have the obstacle of the profession being legal to block the worst excesses of a puritanical government.
As for the girls choosing to work illegally and not pay tax – I think most would probably pay the tax if it meant they could do their job in safety – obviously many would not, but fir those people their is probably no helping them until they are ready to help themselves.
the kickback has already happened in countries where the trade has been legalised; and these are countries (NL and DE) which have traditionally been more “tolerant” about these issues
Worse still the workers in the “tolerant countries” have also been undercut by traffickers in the same way foreign cheap labour is used on building sites in Britain – with the apparent collusion of the “pro-free market” politicians. They still report attacks, abuse and overwork (as commercial competition now kicks in); the only difference is that the cops have to file a crime report and can’t turn a blind eye to attacks – but little happens after that.

This is often a backlash from the people in the street, using the tabloid press as their mouthpiece – for instance a tolerated zone which existed in Scotland since the 1980s at the height of the Thatcher era (a time way more restrictive than today) was recently ended due to lobbying from the locals.
The reality is that everyone is shocked when something like this happens, but no one wants the red light district in their backyard.
I expect there will eventually be some half-hearted attempt at legalisation but it will be done grudingly and with bad grace – a project “intended to fail”
Aye, but that was Edinburgh, which is a city firmly on it’s way to the dogs if something doesn’t change soon. It’s currently filling up with the very worst kind of incoming NIMBY – people moving into the city centre, next to places like Studio24 – then these w / || |< £rs are complaining to the licensing board about the noise in a "residential" area. My bloody arse it's residential. That place has been a nightclub as long as I can remember, and had an 8am license at weekends for ages in the early 90's (it was the Calton studios before it's recent new incarnation btw, and has been there since before I first visited the city back in about 1988.) But the licensing board are listening to them, and doing their best to pull it's license. And all because some tossers got themselves stitched up by a building firm who "assured" them it was a nice quiet location (despite the large crowds of people, and thumping kickdrum noises/general revellry that happens there between thursday night and monday morning most weeks…:you_crazy:you_crazy:you_crazy)
If you’re too dumb to check the neighbourhood before you sign on the dotted line and buy a house, don’t compound the fuck up by then trying to pretend it was the builders fault.
And if you’re the type of person who would plan to move to an area like that, and then complain until everyone does your bidding, regardless of how much upset you cause, then you deserve to be horse whipped for general crimes against humanity IMO…:rant::rant::rant::rant::rant::rant::rant::rant:

Not true… I’ve lived in or around several Red light districts in various cities in the UK, and they’re mostly pretty quiet places. It’s the few selfish bastards that make most of the complaining noises when it’s in their backyard. (IMO NIMBYism is just a more cowardly form of Fascism, and a more socially acceptable way to be a small minded and petty git. Like the wind farm arguments that go on – we all agree it’s a good idea, but then you get the “but I don’t want to have to see them in my nice view. Put them somewhere else, where they won’t be as out of place.” In the days of Empire down in darkest Africa, the same selfish tossers would have followed it with “Stick them in the Shanty towns with the natives. They can use them to climb on. It’ll replace all the trees we made them chop down to build the new house”…:evil::evil::evil:)…

(BTW – I have a really nice view from my back door, but wouldn’t object to wind turbines being sited there. We get some of the strongest winds in the country, and it would make sense. Would be upset to lose some of the view, but not nearly as upset as I’d be if we had another Asian Tsunami, or somesuch in 10years because we were still failing to slow global warming…)
The real problems arise when these “tolerant” zones get intolerant all of a sudden, due usually to some self appointed NIMBY busybody who badly needs a hobby (base jumping, perhaps:groucho: :head_to_h) stirring it, and the hookers and rent boys all end up dispersed around the city. Then other people complain, because the ones doing it to feed a habit turn to other ways of making money, or one of the punters ends up asking the wrong person and offends them. Then the papers get to hear, so they immediately grab a huge wooden spoon, a wad of cash, and a camera, and send some “journalists” (for the new definition, read under “gossipmonger”) to do some “investigative reporting” (which now apparently uses the same definition as “come up with something just plausible enough to be believed by those whose IQ and shoe size have more in common than mere numberhood, then find someone to corroborate said fiction (pay them if you have to)).
And boom… Suddenly X city has prostitutes everywhere, and there are Pimps in Pink Cadillacs, and hordes of suspicious randy blokes waving tenners at our sweet innocent 15 year old daughter as she leaves school, and you can’t walk on the pavement for the used syringes, which all of our family caught rabies from, and….etc etc etc. As I say – all from a single small minded little chronic whinger who has made it their life mission to make everybody as miserable as they are.:ar15::annoyed: .
I’m not saying every red light district is a fine place to bring up your kids, btw – they have their problems, and nasty bits true enough, but the problems are nowhere near warranting the kind of hysterical reactions that get created in the skewed tabloid presentation as “facts”, and so become the ammunition of the hateful little NIMBY demons…. (who then phone in to radio scotland when they have a phone debate about nutters killing prostitutes, and blame it all on those “filthy men…. why do men have to be so filthy all the time and have sex with everything…it’s disgusting and shouldn’t be allowed…. they need castrating” – that was almost word for word btw:you_crazy:you_crazy:you_crazy Had a definite feeling she was a lady who hadn’t managed to get enough “filthy behaviour”, and was gonna make damn sure no-one else did:scared::scared::scared:)
As a society, it isn’t wanting sex we need to be ashamed of. What we should be thoroughly ashamed of however, is that whoever is doing these murders in Suffolk was still able to find victims desperate enough to be on the streets, even though they knew they stood a better than average chance of it happening to them. All because a few people are incapable of grasping the fact that junkies are ill – they don’t need to be told to buck up their ideas, and get themselves off the streets and clean. That isn’t how addiction works, and feeding them Methadone as a “replacement” because a few people (probably NIMBY’s again :argue_mad) get offended sensibilities from the idea that they might have to give 0.00000001p of their hard earned tax money to pay for clean smack for heroin addicts is worse than a waste of time.
When our lives are ancient history, this kind of thing will be remembered as part of the history, and will almost certainly cause us to be viewed by our (hopefully better evolved) progeny as a barbaric society, happy to sit by and see people in need of medical care work the streets and be murdered by random psychopaths, to pay for an illness that could be at least managed, if not cured were we to but unblinker ourselves enough to see that having an addiction isn’t a sin, or a sign of low moral character – it’s a sign you fucked up, and got ill (and usually need a helping hand out of it)…
The real sin, and the real evil are the ones who use that addiction to turn every junky in the world into a thing – something less than a person, who they can then view as no longer human, and so don’t have to feel anything if a psycho does them in. After all – one less junky means one less dodgy junky robber on the planet trying to rob us all to feed their “filthy habit”, and leave their filthy syringes about the place… (If you actually do think this way btw, I would ask you to do one thing, for the good of the human race… Either find someone who knows how to perform a humanity transplant, and get one as soon as possible. Or take up base jumping:head_bang ……with a lead parachute:toxic::toxic::toxic:)

it seems to me that the rise in class A drugs addiction in East Anglia (which is what is forcing working girls onto the streets) has occured in the wake of the clampdowns on “club / party culture” in that area…

Aye, I’d noticed that happening in a few places too. I remember the parties usually had a small hardcore of crackheads, or H addicts (and you could usually score some if that was your thing), but while the whole scene was at full tilt a lot of them were getting into the partying and managing to get clean. Realising how much of a good thing they were missing by being at the parties, but on a totally different wavelength to the weekend pill poppers who were so obviously having the time of their lives. I know a good number of long term junkies (like 25 years of jacking every day in one case – mostly spent in jail for dealing the stuff as well) who totally stopped between about 1992 and 1995. It was the same with a lot of alcoholics too – going from caning 4 litres of white lightning a day to wandering around a party with nothing but a water bottle all night (hell, I gave up drinking the day before my 18th birthday, and never touched alcohol again until I was 21). Then in about ’95-’96 people suddenly started going to parties to get pissed, to the point now you hardly see people drinking just water anymore.
Then after the CJA, and the big media fuelled clampdown on the wayward youth expressing themselves, and (gods forbid) enjoying themselves, you started seeing people going back to the anti-social chemicals, or starting to take them for the first time. Pretty much all the reformed smack addicts I knew were back to the old pattern by ’97.
All because there are people who can’t bear to see others enjoying life:you_crazy:you_crazy:you_crazy , and have to clamp down on any signs of mirth or merriment they see. I shouldn’t really be surprised – I’ve studied enough history to know there have always been people like that.
Wether it be the “wearinge of pointed footeware by people who shoulde have learned the proper restraint ate they’re time of liffe”, or the “celebratinge of christemasse in disgracefulle wayes that doe notte spende time in contemplation of our lorde and savioures birthe”, there has always been mean minded pettiness lurking somewhere to try and prove that everybody goes through life feeling dead inside.
Really, after someone gets to the point that they can’t bear to see others enjoying something without trying to ruin it, the fact that their mean spiritedness is now causing misery, and has been the indirect trigger for many of the “new” problems probably won’t even register (unless they manage to notice more people taking harder drugs, and getting addicted – in which case it will only be to congratulate themselves on their perspicacity for “realising” taking softer drugs can only lead to addiction to the harder drugs that ruin your life…) The fact that their prophecy was a self fulfilling one is not something they would ever entertain…. Gah! PEOPLE!!….
Ipswich police not helping either – bloody zero tolerance….. Maybe we should get a 20 foot poster to parade around, saying zero tolerance for people who are dead from the neck up, and jump up and down about not tolerating others asserting control over their own bodies, but will happily support a government that refuse to bring the force of the law to bear on the corrupt dealings with certain middle eastern regimes (who will remain nameless), because they were blackmailed by said regime with the threat of (gods forbid) oil shortages, and no voice in the middle east to spout the propaganda in an accent and language that will be recognised (ignored, because most Asians hate them, but spouting it anyway:hopeless::hopeless::hopeless:). Making it a matter of “national interest” was a stroke too – very clever Tony. Blatant, and obviously utterly political use of that convenient loophole your lawyers left in the Freedom of Information act. You were paying attention to Mr Berlusconi when you visited weren’t you?
