it should be perfectly possible for 16-18 year olds to attend this sort of event, in the same way they are permitted in other venues provided they do not purchase alcohol illegally and there is some attempt at ID checking at the bar. this is the same way younger people are allowed into the hall parties etc, or some younger crew would otherwise be banned from their own events!
the organisers might have to add a paragraph to their licensing app on “how they are keeping children safe from harm”.
