Yes its a stimulant but nothing like speed or anything. Its gonna more be like an antidepresent, help concentration and if all you want to do is chill with a few beers, maybe go down the pub or out in town, its pretty much perfect im guessing, though ive never tried it haha.
And it all depends on the dose at the end of the day. A small dose might do well in chilling you out where as taking a larger one, will probably start rushing you harder with other side effects.
