those ones were/are on national networks (often the ones the PTT operated) – usually you have to send the message through a call centre/secure link that is audited to government security standards; it wouldn’t surprise me if the 074 number for it might even still work.
Swissphone still supply pagers and other equipment for most of Europe and many other countries; they are used a lot by the fire brigade and some ambulance workers.
That does not look switzerland to me.
