apparently the whole country has been affected; but it seems like its more to do with the sheer level of 999 calls due to the weather – also I suspect the increasing centralisation and downsizing of 999 operators and emergency control rooms doesn’t help matters either..
its only a bit of freak weather as well, not as if its a major civil emergency, doesn’t look too good if things really go pear-shaped!
