the problem especially in small countries/regions is they tend to take others with them in some way or another – even if they don’t blow up a whole block of flats the resulting fallout attracts blue light services and subsequent clampdowns and/or they get entire regions judged as full of criminals and sociopaths.
You even occasionally read stuff like this on the “112-news website” for the Netherlands; in some regions the blue lights and local community would rather have impatient young people buying their drugs ready made in good quality than trying to process them and coming to harm through fires or carbon monoxide poisioning (another risk if something like a depressant is accidentally ingested and whoever is heating up the mixture is half passed out anyway)
Looking back at the run up to the NPS control laws in the UK anyone without in depth local knowledge would easily think the entire North East (as well as some adjacent bits of the Midlands/East Anglia were completely full of unrepentant deranged addicts) and are unlikely to believe that just a few km away there were plenty of educated intelligent users who caused absolutely no trouble at all….
