Apologies, what I meant was that it was a common Northern term and that young people were buying the stuff and using that name but their parents generation who grew up in the days of Madchester/Hacienda/early rave scene were themselves in a real pickle about how they should respond to this without coming across as hypocrites, and they also felt clearly ashamed and guilty as back in the day they partied and took drugs so can’t exactly tell their kids not to do the same.
Regulation/tolerance is a good idea but tends to work better in countries / areas where folk have a certain amount of self discipline and the citizens are willing to pay taxes for support services such as testing agencies, and the sellers are willing to follow the rules, and even then it can all go to shit if/when the economy falters. After all there are food safety laws across the EU, but how much horsemeat have people been sold recently?
Simple fact of the matter is if corners can be cut some will choose to do so, even at the cost of others.

Even in NL a young couple was selling PMA pills (I think they came from a less privileged area where folk didn’t use the testing services or they were not available), they were the only small time dealers I ever read about getting prison time rather than the usual treatment of a big fine and a entire weekend in the cells (wiping out all the profit and fun of the weekend, which is often enough to deter most people).
What I find equally strange as someone who is no stranger to stimulant use is why the original group of 5 wanted to combine such a quantity of stimulant drugs all at the same time, even if it didn’t finish you off it would give you a near suicidal comedown midweek and make the user a complete liability to others at work or on the roads. Looking at the rest of the regional news its not as if the pubs and clubs of the area (or the roads) are particularly safe or friendly places and surely you’d get paranoid to fuck or is that the only way folk can be brave enough to go out? (might be the case as 4 people got murdered in GMP area this weekend, its not been as bad as that since the early 1990s..)
BTW Ipswich was once like this (there was a crack house down the road from me, and a black friend was telling me how hard right nutters once tried to make another part of my estate a no go area for non whites) but this did get sorted out by the cops, council and community working together, especially after 2006. People move here from the North and London because its “less worse” than their former areas..

I’m sure it isn’t just in Preston; my home town, where unfortunately even people that know they’re drugs and the interactions they have both with each other and the body will occasionally get brave. I’ve had to tell my own brother off before (who is more intelligent than me and has a greater understanding of chemistry) for mixing bubble, cocaine and benzo fury. It doesn’t just come down to understanding the substances you’re using but also to respect them which unfortunately due to his youth he hasn’t yet learnt to do.
