TBH even then we would be unlikely to be able to identify this mystery powder; more so as many of the things I think it could be are controlled by the Federal Analogs Act so would be unlikely to be sold in USA (as whoever is doing it may as well sell the real drugs, they would get busted equally hard either way).
There are 66 colleges/universities in your state. Two of them in particular are globally known for their science research; but I’m sure there are others which are equally good.
If you have friends who know how to do all that GC/MS type stuff I suggest asking whether s/he can help you; but don’t do anything to risk their futures as it may be a federal felony to “facilitate controlled substance use”.
