PMA must be cheaper in bulk hence why dealers take risks with it (and their punters lives) but the problem in the UK and other EU nations is whilst penalties are less harsh they are still not as “tolerant” as NL – so that the dealer is risking prison anyway whether they are selling good pills or poison, the sentence is the same, and when they are young people doing it for money they stop caring as much.
In NL the dealing of contaminated pills is viewed more harshly than dealing alone (which when done by those below 30 rarely gets a prison sentence, hence why young enthusiastic folk from that nation tend to be the more brazen dealers), but they still discourage the use of drugs overall.
I think they are way harsher on older people though (my age to even my parents age) especially those who they think might be “operating across borders” and work closely with UKBA etc 😥 and you will still get in shit for trying to get stuff across national borders.
Actual NL drugs policy is not easy to work out (I only unearthed a lot of info since my Dutch improved in recent years) but it is not simple tolerance and acceptance of drugs culture. If for instance you watch or read an interview with AWB or Tiësto, both try to distance themselves from the use of drugs, there is also a “re-genring” of trance to make it slower and more an “all day” music for radio as much as all night.
NL is slowly trying to narrow down the appeal of drugs to their citizens, and remove their reputation as being the EU’s drug dealers (though the word “drug” actually comes from Dutch!) whilst at the same time not chucking out the baby with the bathwater – their relatively clean cut modern dance music industry and the wider youth media and businesses it feeds clearly pulls in a lot of Euros in taxes which they need at times of economic depresion.
