Your 1st describres a special neutron star called a magnetar (could possibly be considered a pulsar but not properly).
2, Damn right it can and if the matter it accretes from it’s companion it can go over the threshold (Chandrahaskar limit I believe) that pousses it’s mass over the limit seperating neutron sdtars from black holes so in a binary system the neutron stars massive gravity can make it collapse further into a black hole.
3, no arguements there and they have basically only ever been detected in x-rays and radio frequencies (they have a diameter of maximum 20 kilometers so you are ever EVER gonna be able to directly image one).
