People rarely, if ever, deliver 100% of what they promise in the conventional business world where regulators and Courts attempt to enforce fair dealing ; what on earth makes people think there will be fair play on an unregulated illegal commodities market?
I personally feel this situation isn’t a conspiracy, a scare or even bad practice at the Customs authority – it may simply have arisen because a stash of weed has been stored in a container that formerly contained a quantity of heroin.
There’s no gain for the Customs authority in making a mistake like this – its not enough of a find to put someone in prison so its seen as a big failing on their part that these illicit substances have managed to cross borders
With the exception of ketamine (although this is bound to change when it becomes class C) so “party/lifestyle drugs” reach our shores through the same groups who bring in “hard drugs” – and as the amount of low-level stuff ever increases (like 50p pills); and the market saturates, there are plenty of middle level dealers looking for “customer loyalty”.
They may not be deliberately contaminating cannabis with heroin, but it may be the case the middle/upper level dealing networks are selling both substances and using the same “stash places”
