Most of us here are from the the UK and Europe where sugar coated pills (even for pharmaceutical drugs) are extremely rare nowadays – I think they are banned since about 20-30 years as they led to a large number of accidental overdoses and poisonings of children.
in many European countries someone packaging street drugs in such a fashion would probably do extra jail time for endangering health and safety – even when the penalties for drugs are relatively liberal!
