it was made class C in 2006, before that it was only against medicines act to distribute it (less penalties)
what has caused recent problems is the the foreign feds/customs are stamping on its use because its fucking up the youths in the countries it comes from.
India was one of the more liberal Asian countries about drugs (Nepal and Bhutan are a bit more chilled too but I think yaks and buffalo outnumber people there ) – it also has a larger middle class english speaking population who are willing to challenge their countries cops because penalties are less.
Now to get ketamine dealing networks have to operate in harsher conditions watched by both their local cops and border agency in UK what work together, so its become more risky and there is less about. even so I don’t think availability is any worse than it was in the late 1990s when it was less popular. Its not the best of drugs to be doing regularly long term anyway….
