difference between K and everything else is the “cheap and pure” stuff has already fucked people up long term worldwide and the impact to both users and wider society is worse than death.
People only die once, and the despair and fear a fatal overdose passes on to friends and family by and large makes even the sketchiest of them either moderate their drug use or quit as happened 10 years ago when people started keeling over from cheaper (but actually good quality) pills.
but with K many people seem to keep on stubbornly doing it until they go down with irreversible life changing medical conditions in their youth, the sort of things what normally only present amongst elderly people in their 70s onwards.
the impact of this, particularly to countries with public funded health services (which is the case in both Europe and many modern Asian nations too) is enormous and actually has a worse impact than fatal overdoses as it can reduce a healthy young person from a asset to a burden on their family and society, for the remainder of their lives or at very least a large part of them. It leads to a backlash what reinforces prohibitionist attitudes.
remember though also that England also has a very high birth rate and relatively early parenthood in in comparison to the rest of Europe (and even some Asian nations) so society can afford to throw young people on the scrap heap if/when they are too stubborn about drugs, as there’s always another one they can get either locally or from another country to “do the work”.
