perhaps a big difference here is I moved away from London/SE England some years ago now. I certainly wouldn’t do pills in my own home as I live alone but in a part of my estate where I can’t really get away with holding all night afterparties due to neighbours with young families, I can just about get away with a bit of bedroom mixing at weekends and even then must watch the volume. but believe you me you do not want to go to a “club” here unless its a specialist dance night and they have been hard to find recently). so “home” environments are often a friends house in a rural environment where they were more tolerant about noise as its fields for miles around. and there folk could, and did, get as caned as much as they wanted. (had to be careful not to fall into the Waveney at Diss).
