Would be useful to know and I have no idea, guessing probably not.
if you mean using the wifi to connect to a router in a house or other building, external IP of the phone will be that of the routers WAN connection. This could be either static or dynamic depending on the ISP connection chosen.
the internal IP of the phone will usually be whatever the DHCP server in the router offers it, and that is usually a dynamic one. But if for whatever reason you want to tie it down to certain IPs then most routers have this facility in the setup pages, usually binding an internal LAN address to a MAC address of the device’s network card.
Its the IP of the phone as in the rooter setup you can allow access to certain blocked websites via certain IP address. But thats not much good if the phones dynamic not static. I will have a dig around the settings.
